Trying to create a DVD?

I have three videos of a concert and there's multiple songs in each video. I want to be able to cut each song so it's its own video and put it on a DVD, but be able to have an interactive menu with like music playing and be able to select certain songs. Is there a program I could use for this? Looking for freeware, obviously. Thanks for any help.
