He is set on being friends, nothing more.?

Sounds like he really just wants to be friends, it might be hard for you since you are willing to be more, but some people are not meant to be more than friends and it's okay, but maybe you can be friends now and see what the future holds, he might not be ready to date right now because of reasons of immaturity. Even though you can't date it's okay, you gained a friend :)
