Im in the Air Force DEP, and want to go into the Army. Can the Air Force refuse to let me go?

I recently decided to join the Army since the Air force only has job openings for Security Forces and Mechanics, i went and talked to an Army recruiter to see what kind of jobs i could get, and found one i really liked. I told him about my contract in the DEP, and he went to talk to my recruiter next door, he later called me and said my AF recruiter is keeping me in, and refuses to let me into the Army. Can he do that?
